Canada’s Immigration Minister Marc Miller has announced significant changes to the country’s temporary residence programs, aimed at managing the influx of temporary residents and maintaining the integrity of the immigration system. Reduction in International Student Intake
The government plans to further reduce the number of international student study permits issued in 2025 by 10% from the 2024 target, bringing the total down to 437,000. This cap will be maintained for 2026 as well.

Changes to Work Permit Eligibility
Work permit eligibility for spouses of international students and foreign workers will be limited. Specifically:

  • Only spouses of master’s degree students in programs lasting at least 16 months will be eligible
  • For foreign workers, only spouses of those in management, professional occupations, or sectors with labor shortages will qualify

Post-Graduation Work Permit Program Updates
The program will be updated to align better with immigration goals and labor market needs. New language proficiency requirements will be introduced for applicants starting November 1, 2024.

Asylum System Strengthening
To address the increasing number of asylum claims, the government is implementing several measures, including partial visa requirements for Mexican nationals and improved claims processing.
